HELP!!!!

My neighbors Crysler Town & Country mini van was stolen between 3-4 A.M. .. Tues. Sept. 4th......it's a 1999 and it has Wyandotte County/Kansas handicap plate...and it's silver. The first two numbers on the plate are 19---- they wasn't sure of the rest of the numbers. They are foster parents and they need their van back!! It also has two car seats, and two booster seats in it. There was also some tools in it too with the name Crook engraved on them...and they are older tools....so PLEASE if anyone has seen a mini van that fits this description please call the police.......Thank You
